The Grenada Citizenship by Investment residence requirement will not take effect on August 31, 2026, as previously scheduled. According to a new announcement from the Investment Migration Agency Grenada (IMA Grenada), implementation will remain pending until the regional regulator is operational and participating Member States formally establish and communicate an effective commencement date. The clarification is particularly important for current and prospective Grenada Citizenship by Investment applicants following the regulatory changes introduced across Eastern Caribbean Citizenship by Investment programs. At present, no new commencement date has been confirmed for the Grenada Citizenship by Investment residence requirement. Grenada Citizenship by Investment Residence Requirement Timeline On August 21, 2026, IMA Grenada issued Circular No. 2 of 2026, titled Operationalization of the Regional Agreement and Commencement of Residence Requirements. The circular explains that the clarification forms part of Grenada’s obligations under the Eastern Caribbean Citizenship by Investment Regulatory Authority Agreement and related amendments adopted in 2025 and 2026. A recent amendment had scheduled the new residence requirement to commence on August 31, 2026. However, IMA Grenada has now clarified that the requirement, together with other obligations arising under the regional framework, will not take effect until two key conditions are met. First, the relevant regional regulator must be operationalized. Second, all participating Member States must formally agree upon and communicate an effective commencement date. This means that August 31, 2026 should no longer be treated as the confirmed effective date for the Grenada CBI residence requirement. No New Effective Date Has Been Announced One of the most important points for investors is that IMA Grenada has not announced a replacement commencement date. Instead, the Agency confirmed that the commencement of the residence requirement will depend on the operationalization of the regional regulator and the formal establishment of an effective date by participating Member States. IMA Grenada also confirmed that it will issue additional guidance once the regulator has been operationalized, the participating Member States have established the effective commencement date, and any applicable implementation arrangements have been determined. For prospective applicants researching the latest Grenada Citizenship by Investment requirements in 2026, this distinction is important. The residence requirement has not been cancelled; rather, its implementation remains pending until the necessary regional arrangements are completed. Regional Regulation of Caribbean Citizenship by Investment Programs The Grenada CBI residence requirement forms part of broader regulatory developments affecting Citizenship by Investment programs in the Eastern Caribbean. According to IMA Grenada, Grenada’s obligations arise under the Eastern Caribbean Citizenship by Investment Regulatory Authority Agreement and related amendments adopted during 2025 and 2026. The latest announcement therefore reflects the ongoing process of operationalizing this regional framework. For investors, the development highlights the importance of distinguishing between the announcement of a new regulatory requirement and the date on which that requirement actually becomes effective. In the case of Grenada, the new residence requirement remains part of the regulatory framework, but its commencement is dependent on regional coordination and the formal establishment of an effective date. Further guidance from IMA Grenada will therefore be important in determining exactly when and how the requirement will be implemented. About Grenada Citizenship by Investment The Grenada Citizenship by Investment Program provides eligible investors and their families with a pathway to Grenadian citizenship through qualifying investment. The program offers two principal investment routes: a contribution to the National Transformation Fund (NTF) or an investment in government-approved real estate. Grenada has attracted international investors seeking a second citizenship for a combination of global mobility, family planning and long-term flexibility. The program also stands out among Caribbean Citizenship by Investment options because Grenadian nationals can potentially qualify to apply for the U.S. E-2 Investor Visa, subject to satisfying the separate eligibility and investment requirements of the United States. Family inclusion is another consideration for investors exploring Grenada citizenship, particularly those looking at second citizenship as part of their broader international mobility and long-term planning strategy. As the regulatory framework continues to evolve, prospective applicants should ensure they understand the current Grenada Citizenship by Investment requirements and follow official updates regarding the future implementation of the residence requirement. FAQs About the Grenada Citizenship by Investment Residence Requirement Does Grenada Citizenship by Investment have a residence requirement? A new residence requirement has been introduced, but it is not yet in effect. Does Grenada’s residence requirement start on August 31, 2026? No. The requirement will not take effect on August 31 as previously scheduled. When will the Grenada CBI residence requirement take effect?
Are you an investor or retiree considering European residency for Americans but unsure whether Portugal, Italy, or Greece is the right choice for you? Each country offers unique investment opportunities, lifestyle advantages, and pathways to long-term residency. However, with different investment requirements, benefits, and eligibility criteria, choosing the right option can be challenging. In this article, we provide a comprehensive comparison in numbers of the three programs, focusing on key factors such as investment requirements, cost of living, healthcare and educational services, safety, and quality of life to help investors choose the destination that best aligns with their financial and personal objectives. European Residency for Americans : A Detailed Comparison Portugal, Italy, and Greece all provide an exceptional quality of life, a pleasant Mediterranean climate, beautiful natural landscapes, and breathtaking coastlines. Given that they are all members of both the Schengen area and the European Union, this means Golden Visa holders can easily travel without a visa to most countries in Europe. However, each country has unique advantages and differences that make it more suitable for US citizens, depending on the investor’s lifestyle preferences, financial objectives, and long-term plans. European residency for Americans: Cost of Living Whether Portugal, Italy, or Greece, they are all considered to be affordable countries to live in compared to many other Western European countries. Here is a table showing the differences between the three: Country Cost of Living Rent Index Groceries Index Restaurant Price Local Purchasing Power Italy 61.4 20.5 62.7 64.7 89.2 Greece 54.1 13.7 51 59.2 64.1 Portugal 48.8 25.2 46.9 45.6 66.4 US 69.7 37.1 76.4 71.1 144.5 Category Portugal Italy Greece US Average monthly cost of living (single, excluding rent) $780 $1,030 $905 $1,191 1-bedroom apartment rent (city center) $1050 $840 $550 $1,640 1 bedroom apartment (outside city center) $850 $650 $440 $1,340 International School Tuition $11,900 $11,870 $9,900 $25,400 Average monthly net salary $1,340 $1,950 $1,150 $4,320 The figures reveal significant differences in affordability and purchasing power. Greece emerges as the most affordable destination for US investors looking to relocate, as it offers the lowest rental prices. Portugal shows a balance between affordability and lifestyle, where the monthly living expenses are the lowest among the three, but the rental market is considered the most expensive. On the other hand, Italy offers the highest earning potential but with a higher cost of living. European Residency for Americans: Safety The three European countries are all considered safe, with the lowest crime and violent crime rates in Europe. According to the Global Peace Index, Portugal was ranked 7th, Italy 33rd, and Greece 45th. They all surpassed the United States, which ranks 128th out of 163 countries. Portugal’s reputation as a secure and peaceful destination stems from its low crime rates, minimal gun violence, and strict firearm regulations. In Italy, violent crime rates are low, and communities are strong. Greece is also an extremely safe country with one of the lowest crime rates in Europe, and violent crimes are quite rare. According to Numbeo, Greece is safer than France, Sweden, Moldova, and Belarus. Country Global Peace Index Ranking Portugal 7th Italy 33rd Greece 45th United States 128th European Residency for Americans: Healthcare Services Portugal stands out in the 2026 Health Care Index, well ahead of the United States, which is ranked 41. The country boasts a hybrid healthcare system that combines high-quality public and private services. Private healthcare in Portugal is notably affordable, especially when compared to other Western European nations, making it an attractive option for residents and expatriates alike. The Italian government operates a healthcare system that delivers equal medical care services to all citizens regardless of their financial situation. Recognized by the World Health Organization as one of the best healthcare systems globally, providing excellent medical care and full insurance benefits to its citizens and foreign residents. Italy’s healthcare system operates under the Beveridge model, which collects its funding through taxation. People who reside in Italy and pay taxes as income earners receive free access to public healthcare services. Investors holding the Greek Golden Visa can take advantage of an accessible, well-developed healthcare system where free public services are funded by the social insurance institute. However, private hospitals provide faster services while still being affordable compared to paid facilities in other EU countries. Here is a table showing the ranking of the three countries in terms of healthcare services: Country Ranking Health Care Index Health Care Exp. Index Portugal 21 72 130.8 Italy 47 64.8 117.3 Greece 67 58.6 104.6 US 41 66.9 122.6 European Residency for Americans: Language Language plays an essential role in how quickly US citizens adapt to life in Europe.
European Residency for Americans: Healthcare Services

Portugal stands out in the 2026 Health Care Index, well ahead of the United States, which is ranked 41.

The Pacific island nation formerly known as the Republic of Nauru has officially adopted the name Republic of Naoero, marking a significant milestone in the country’s efforts to embrace its indigenous heritage and national identity. The change has already been formally recognized by the United Nations, international organizations, and foreign governments. As part of the transition, the country’s Citizenship by Investment initiative will now operate under the name Naoero Economic and Climate Resilience Citizenship Program, replacing the former Nauru Economic and Climate Resilience Citizenship Program. According to an official circular issued by the Program Office, the name “Naoero” (pronounced now-ero) is the island’s original indigenous name and has continued to be used by local communities in their own language. The government said the change reflects a commitment to honoring the country’s cultural heritage, language, and identity. The name has historical roots dating back more than 3,000 years to the Micronesian settlers who first inhabited the island around 1000 BCE. The transition also includes several administrative updates. Effective immediately, newly issued citizenship certificates will bear the country’s official name, Republic of Naoero. However, passports will continue to be issued under the name “Nauru” during a transitional period until redesigned passports become available. Authorities emphasized that this administrative change does not affect the validity of existing or newly issued passports during the transition. In addition, the country is updating its international identifiers. The official country code will transition from NRU to NRO, while citizens will now be formally referred to as dei-Naoero instead of Nauruans. The Program Office confirmed that legislation, regulations, application forms, official guidance, website content, and other program materials will be updated progressively over the coming month. During this period, both “Nauru” and “Naoero” may appear across official documents and platforms while the transition is completed. Naoero Citizenship Program The name change does not alter the structure or objectives of the country’s Citizenship by Investment program. Now operating as the Naoero Economic and Climate Resilience Citizenship Program, the initiative continues to offer eligible investors the opportunity to obtain citizenship by contributing to projects that support the nation’s economic development and climate resilience. The program is designed to attract responsible global investors while generating funding for sustainable infrastructure, environmental protection, renewable energy initiatives, and long-term economic growth. Applicants who successfully complete the due diligence process and meet all program requirements can obtain citizenship, providing enhanced global mobility and the opportunity to include eligible family members under a single application. Read also: Step-by-Step Guide to the Nauru Citizenship Program Frequently Asked Questions (FAQs) Why did Nauru change its name to the Republic of Naoero?
Are you a parent who is eager to pave your children’s path and give them the best possible start in life? Securing a second citizenship through investment or residency before your children turn 18 may be the greatest opportunity that opens doors for them before it becomes too difficult or expensive. From access to world-class education and international careers to building a global and professional network early, greater mobility, and long-term security, citizenship and residency by investment provide opportunities that last a lifetime, if parents act at the right time. Second Citizenship through Investment: Why Should Parents Act Before Children Reach Adulthood? Investors who want to secure their children’s future and create promising opportunities for them must take proactive steps. Citizenship by investment is not just a second passport, but a long-term investment in their education, career, and security. Below are the main factors families should plan ahead: Family Inclusion in One Application: Including dependent children in the main application is considered one of the greatest advantages of Citizenship by Investment. All Caribbean and European programs allow investors to include their family members in the same application, rather than applying separately, provided that their children meet the eligibility requirements of the program. Including children in one application offers essential advantages. This process is more cost-effective than submitting separate applications in the future, as the family can leverage the single investment structure. Instead of paying the full investment amount for each applicant, families can include children at a relatively low additional cost. Below is a table showcasing the maximum age of children to include in one application, and when the due diligence fees start to apply: Country Maximum Age to Include Children in 1 Application Starting Age for Due Diligence Fees Antigua & Barbuda Children under 31 Dependent aged 12-17 ($2000) Dependent 18 years & above ($4,000) Dominica Dependent children up to 30 years Dependent over 16 years ($4,000) Grenada Dependent children up to 29 years Children above 17 years ($5,000) Saint Lucia Dependent children under 30 Qualifying Dependent Over 16 years ($5,000) Saint Kitts & Nevis Dependent children up to 30 years Dependents older than 16 years ($7,500) It is worth noting that additional fees might apply on your citizenship by investment application once your children become older. For instance, due diligence fees are not applied for children below 16 years, and in some cases for children below 12, but they become required once passing these ages. European residency by investment programs also allow investors to extend residency benefits to family members through a single application. Country Maximum Age Portugal Dependent children up to 24 Greece Dependent children up to 21 years Cyprus Dependent children up to 25 years Italy Dependent children up to 18 Latvia Dependent children below 18 years Malta Dependent children A single application also streamlines the journey through one coordinated application and due diligence procedure, reducing the complex administrative procedures. Better Access to International Education By obtaining citizenship or residency at an early stage, children can gain better access to international educational systems and can be able to pursue higher education at leading global universities with greater flexibility. For instance, having Caribbean citizenship allows families to enter Europe without a visa, therefore choosing from a wider range of universities and academic opportunities without being limited by visa constraints. Children can benefit from streamlined admissions processes, and they may sometimes qualify for domestic tuition fees. As the children grow, they can make educational decisions based on their goals rather than immigration barriers, opening the door for pursuing higher education in leading and prestigious universities, as well as a broader range of study and research opportunities. Investing in citizenship at an early state provide your children with greater educational opportunities tomorrow. Establishing Residency Early Parents who offer their children Second Citizenship through Investment or residency at a young age are giving them vital advantages. This helps them accumulate years of lawful residence before reaching adulthood, making it easier for them to meet eligibility requirements in countries where naturalization depends on physical presence and integration. For instance, to obtain Greek citizenship, applicants are required to live for 7 years in the country, but by obtaining residency at a young age, they will be able to receive their citizenship more easily. Building Ties from An Early Age A child who grows up, studies, or spends formative years in a country accumulates friendships, connections, professional networks, and university contacts that an adult applicant cannot buy or backdate. These early experiences give them access to future collaborations, career opportunities, and meaningful relationships. It becomes a valuable asset for their personal and professional journey, especially in an interconnected world. Residency rules rely on presence rather than just paperwork in many countries. For instance, Portugal’s nationality law treats a child born to foreign parents as a citizen at birth only if one of the parents has spent five years of legal residence in Portugal, up from one year under the previous rule. A family that provides its children with legal residence while they are young, it gives them the chance to accrue the presence that a late arrival never gets. Language Barriers Language is one of the most valuable assets parents give their children. A child raised speaking a country’s language earns native fluency that would spare them the language tests required for obtaining citizenship. To obtain Portugal’s Golden Visa, for instance, applicants are mandated to pass an A2 Portuguese exam and a civics test. However, children who grew up in the country learn the language easily. Entering the Global Job Market at Ease Growing up in diverse educational environments and with language skills prepares children for their future careers and allows them to build cross-cultural experiences that are sought after by employers. As they enter adulthood, they become better positioned to pursue internships and career opportunities across multiple countries. Obtaining a second citizenship or residency can help young professionals move easily

A single application also streamlines the journey through one coordinated application and due diligence procedure, reducing the complex administrative procedures.

Better Access to International Education

By obtaining citizenship or residency at an early stage, children can gain better access to international educational systems and can be able to pursue higher education at leading global universities with greater flexibility.

Establishing Residency Early

Parents who offer their children Second Citizenship through Investment or residency at a young age are giving them vital advantages.

Building Ties from An Early Age

A child who grows up, studies, or spends formative years in a country accumulates friendships, connections, professional networks, and university contacts that an adult applicant cannot buy or backdate.

Language Barriers

Language is one of the most valuable assets parents give their children.

Entering the Global Job Market at Ease

Growing up in diverse educational environments and with language skills prepares children for their future careers and allows them to build cross-cultural experiences that are sought after by employers. As they enter adulthood, they become better positioned to pursue internships and career opportunities across multiple countries. Obtaining a second citizenship or residency can help young professionals move easily into the global job market and compete for opportunities on an international scale.

Greater Mobility

Being raised with the ability to travel freely and access more than 140 destinations without a visa, including the Schengen area, is one of the valuable benefits children gain. This asset allows young children to explore different countries and cultures, develop a global perspective, and gain international exposure from an early age.

Keeping Children Safe During Political Instability

Whether a political conflict arises or civil unrest occurs in the home country, a second citizenship or residency helps parents protect their children. It provides a legal pathway to move to a safer environment, while avoiding the lengthy immigration procedures.

Better Healthcare Access

Obtaining a second citizenship or residency can give your children access to world-class healthcare systems, whether during emergencies or for long-term medical needs. It may make it easier to access specialized treatments and advanced medical facilities in Europe.

Broader Business Opportunities

Having a Second Citizenship through Investment in hand can make it easier for your children to work, establish businesses, or expand investments in new markets. As they grow, they can leverage fewer barriers to entrepreneurship, stronger connections and global networks, and access to regions that provide dynamic business ecosystems, therefore creating opportunities that may not otherwise be available.

Wealth Planning

By obtaining a Second Citizenship through Investment or residency, investors can boost their long-term wealth planning. They can gain financial flexibility and exposure to more stable economies and currencies.

Asset Diversification

Diversifying assets across various countries can help families reduce concentration risk and build a resilient financial legacy that can be passed to future generations. Many Golden Visa Programs, such as the Greece Golden Visa, allow investors to obtain real estate in promising and well-established markets. Owning a property abroad can diversify the investor’s portfolio and provide him with potential rental income and capital appreciation. It can also create a tangible asset that children may benefit from in the future.

Second Citizenship through Investment: Why Timing Matters?

Second Citizenship through Investment or residency by investment programs continue to evolve. Governments are always working to tighten due diligence requirements to comply with international standards. They are also increasing investment thresholds and amending eligibility rules for dependent families. Therefore, families that delay making the decision will miss the boat and find out that the conditions that are available today will no longer be available in the future.

As a parent, one of the greatest gifts you can offer to your children is the freedom to choose their own future. The decision you make today can shape their future. By securing a second citizenship or residency by investment, you are giving them a lifetime asset that can open doors to top-notch education, global careers, financial security, and global mobility that they can rely on for the rest of their lives.

Successful investors never wait for a crisis to find a “Plan B”. They are always keen to diversify their investment portfolio before a disruption or market fluctuation occurs. Securing a second citizenship by investment has become a key pillar of this forward-thinking investment mindset. A second citizenship by investment is about ensuring that an alternative plan is available if circumstances change, rather than expecting something to go wrong. Why is Citizenship by Investment Becoming More Valuable? Smart investors are aware that economic downturns, geopolitical tensions, political instability, travel restrictions, and regulatory changes are expected at any time, especially since uncertainty is part of our lives. Therefore, a second citizenship by investment becomes a cornerstone for broader risk management. The investor’s objective is not always to leave the home country but rather to have multiple options or an alternative plan when opportunities or challenges arise. Several factors have reshaped how investors and high-net-worth individuals think, the most important of which are the increased geopolitical uncertainty, unexpected travel restrictions, a greater appetite for studying at international universities, and the expansion of businesses into new emerging markets. More Options, Better Outcomes Through Citizenship by Investment Acquiring a second citizenship by investment often provides the flexibility to make better decisions when situations change. It can offer investors myriad options and benefits: Enhanced Global Mobility: Due to visa limitations and sanctions imposed on some countries, many investors find it difficult to cross borders when they are in dire need to travel. However, obtaining a strong passport or a second citizenship by investment from a Caribbean country such as Dominica, St. Kitts & Nevis, Grenada, Antigua & Barbuda, or St. Lucia allows investors to enter without a visa or with a visa upon arrival to more than 140 destinations, including the Schengen area. This flexibility allows investors and their families to travel whenever needed, without having to wait for visa approvals or undergo lengthy visa application processes. Diverse Business Opportunities: Citizenship by investment opens the door to new expansion and promising business opportunities across various emerging markets. Doing business in these markets offers direct access to millions of new customers and business relationships. Many countries that offer second citizenship provide a politically and economically stable business environment, along with investment opportunities in promising sectors such as hospitality and tourism, real estate, and renewable energy, as well as competitive costs, a well-educated workforce, and developed infrastructure to support operations. Flexibility in Residence Choices: The greatest advantage of having citizenship by investment is not the relocation itself, but the ability to have another option in place. Just as diversified portfolios reduce financial risk, diversified residency options can increase personal and family resilience. Countries providing a second citizenship or residency offer everything from city apartments and family homes to coastal villas, luxury beachfront villas, and countryside retreats. This allows investors to select a residence that aligns with their financial plans, lifestyle preferences, and long-term goals rather than being limited to one location. Whether traveling temporarily for leisure or tourism, spending extended periods abroad, or seeking a safe place to reside during periods of uncertainty, citizenship by investment provides the freedom to do so with greater ease. Educational Opportunities for Children: Students nowadays aspire to build international careers; therefore, many parents opt for access to world-class universities, multicultural learning environments, and globally recognized qualifications that train graduates for an international job market. As a result, many families look beyond educational institutions in their home countries to universities that offer global learning standards and connections. Obtaining a second citizenship by investment can make this journey easier. It may facilitate relocation for education and provide easier access to universities in host countries. It also allows families to accompany their children throughout their studying journey and ensure that their children can pursue the education that best matches their ambitions and enables them to compete in an increasingly global workforce. The benefits of a second citizenship by investment for children extend far beyond education. It can help equip children with the flexibility to build international careers, explore employment opportunities in several markets, and adapt to the global workforce. It can also enable them to develop language skills, gain cultural awareness and global perspectives that are valued by multinational employers. Children can also benefit from citizenship by investment to pursue internships, establish professional networks, compete for roles, and thrive in a connected economy. Faster Adaptation to Changing Conditions: In an uncertain and unpredictable world, the ability to respond quickly to changing conditions has become one of the key advantages an investor and his family can have. If the home country is affected by a financial crisis, currency devaluation, unexpected regulatory changes, or political instability, it can disrupt the investor’s daily life, business operations, and long-term plans. Sometimes, the challenge is not the crisis itself but the limited options available once it happens, because securing visas and finding suitable accommodation during such periods can be time-consuming and indeterminate. Hence, having a second citizenship by investment already in place provides investors the flexibility to act immediately, rather than waiting for approvals when time is critical. Tax Optimization and Wealth Planning: For many investors and HNWI, citizenship by investment is an essential component of a broader wealth planning strategy. A second citizenship can give them access to jurisdictions with different tax regimes and investment environments. For instance, the Caribbean countries have a friendly tax environment, as there are no taxes on foreign income, wealth, or inheritance for non-residents, making it a preferred jurisdiction for investors who want to take full advantage of wealth protection and financial planning. Several European countries that offer Residency-by-Investment programs, such as Greece, Italy, and Portugal, offer attractive tax models that allow the affluent to manage their international income more efficiently. For instance, Italy and Greece offer a lump-sum tax regime that allows investors to simplify and cap taxation of foreign-source income. This model covers dividends, interest, pension, rental income, and foreign assets for inheritance purposes. Banking Opportunities: Obtaining citizenship by investment

Obtaining citizenship by investment simplifies the process of opening bank accounts. For instance, a Caribbean citizenship enables investors to open an account in European banks, cutting through bureaucratic red tape. This streamlined banking access not only facilitates depositing funds but also enables investors to secure loans and conduct currency transactions easily. Caribbean banks also provide highly secure accounts for individuals, businesses, and corporations, as the governments protect investors who participate in legitimate business transactions. Moreover, the economic stability in the Caribbean countries helps bank accounts remain protected and stable.

Retirement Destination Options

Acquiring citizenship by investment provides investors with several retirement options. The Caribbean countries have become retirement destinations due to their high quality of life, abundant travel opportunities, and overall appeal to retirees seeking a peaceful and fulfilling lifestyle. With its mesmerizing beaches, tropical weather, and luxurious lifestyle, as well as the numerous benefits, including tax advantages, excellent medical care, and a relatively low cost of living, the Caribbean is an ideal location for retirees to enjoy their golden years.

Why Acting Early Matters in Citizenship by Investment?

Deciding to obtain a second citizenship by investment after an unexpected event or during an uncertain time may deprive the investors of availing of its entire advantages, because the application process would take several months. It is more beneficial to have it already in place so they can take advantage of all its features immediately. Moreover, investors who plan ahead have more time to assess the program carefully and pick the one that most suits their long-term personal and financial objectives. A successful investor does not prepare only for the present, but rather for flexibility, resilience, and future opportunities.

Caribbean Citizenship by Investment Programs Fit a Long-Term Strategy

For investors seeking a well-established citizenship by investment program with decades of legacy, Caribbean countries offer several benefits that align with their long-term plans and objectives. They all have a robust reputation for rigorous due diligence, offering a straightforward route and a seamless application process through authorized agents to obtain a second citizenship at an affordable cost. Applicants are allowed to include their entire family members, without any need for language tests. Citizenship is irrevocable and can be passed to future generations.

When it comes to choosing a second citizenship, trust and credibility are essential. For investors seeking a citizenship program backed by decades of integrity and regarded worldwide for its rigorous due diligence and solid reputation, Saint Kitts Passport offers exactly that. As the world’s longest-running Citizenship by Investment (CBI) program, St. Kitts and Nevis has earned the trust of investors and high-net-worth individuals seeking long-term security, global mobility, and peace of mind. It has consistently led the industry by enhancing the program to meet the investors’ changing needs and address emerging challenges. It has also introduced practical solutions to offer a seamless, transparent, and straightforward application experience. Saint Kitts Passport: The Oldest in the Caribbean Established in 1984, the Saint Kitts passport program is one of the oldest and most reputable in the Caribbean. It has long-standing resilience and trustworthiness, enabling the investor and his family to obtain citizenship in exchange for a qualifying contribution to the country’s economy. The first option is donating a minimum of $250,000 to the Sustainable Island State Contribution Fund or donating the same amount in a Public Benefit project. The second option is purchasing a government-approved real estate property with a minimum value of $325,000, while keeping the investment for 7 years. Investors also have the option to invest in a private real estate with a minimum value of $325,000. The program is renowned for its legacy, credibility, and efficiency, offering investors myriad benefits, including excellent connectivity, accessibility, and proximity to the US, as it is only 3.5 hours away from the US by direct flight. It also provides a convenient gateway to international trade, efficient shipping routes, and access to global transportation networks. The country is also home to abundant natural resources with diversified economic sectors including tourism, agriculture, manufacturing, and renewable energy. Moreover, St. Kitts and Nevis is known for its mesmerizing beaches, rich cultural heritage, high level of safety, and warm climate. Despite being the world’s longest-running CBI program, Saint Kitts Passport program has consistently evolved, modernizing its policies and strengthening its due diligence framework, ensuring compliance with the highest international best practices. Saint Kitts Passport Evolution to Meet International Compliance Saint Kitts Passport program is introducing significant changes to its program in 2026 to comply with international standards, particularly with the US, EU, and UK visa restrictions. This includes strict rules on applications: 30-Day Residency: The St. Kitts government is imposing a 30-day residency for applicants in a meaningful way, with firm enforcement of authentic residency requirements. Granting citizenship is now based on demonstrable, substantive, and ongoing ties to the Federation of St. Kitts and Nevis to renew the passport. This includes structured physical presence and residency, significant economic activity such as business establishment and job creation, productive investment aligned with national priorities, and long-term social, cultural, philanthropic, or national development engagement. Biometrics Enrollment: Biometric collection will become obligatory for new applicants benefiting from the program. Existing St. Kitts and Nevis citizens who obtained their citizenship will also be asked to comply with the new requirements. Biometrics will be collected at the time of the interview during the application process. Passport Collection: The Government exclusively issues and delivers the new passports through official embassies and consulates, without involving intermediaries or third parties, to ensure security, traceability, and integrity. With the new measures, changing the name in the passport is not allowed for new citizenships issued. Illegal Discounting: According to the new rules, agents providing a limited-time offer or illegal discounts below the agreed minimum price are considered unlawful. Marketing agents, local agents, or developers who have evidence of any attempt at, or examples of, discounting should report the case to the CBI Unit, the Investment Migration Agency, or the Financial Intelligence Units of the participating countries. High-Risk Countries Disqualified: Applicants from Russia, Belarus, Afghanistan, Iran, North Korea, and Iraq are not qualified to apply for St. Kitts and Nevis citizenship due to international sanctions. Therefore, applicants from high-risk countries will have high rejection rates. Raising the Age Limit for Interviews: Dependents who are 18 years of age or older are required to conduct an interview. Dependents who are 12 years of age or older and subject to any material concern raised during the due diligence process should also conduct an interview. Maximum Number of Approved Applications: The St. Kitts and Nevis authorities will set a quota on the maximum number of approved applications per year. Refusals: The authorities will not accept, process, or approve any application from an investor whose application has been denied by another country. Revoking Citizenship: St. Kitts and Nevis has also set new rules for revoking or canceling any citizenship for fraud. This can occur based on misrepresentation or concealment of a material fact during the application process. The nation can also revoke citizenship if there is proof of a criminal conviction or security threat, or failure to meet the obligations. Saint Kitts Passport: Enhanced Global Mobility Over the past decades, St. Kitts and Nevis has made significant efforts to enhance global mobility for its citizens by securing numerous visa-free and visa-on-arrival agreements. These strategic diplomatic initiatives have strengthened Saint Kitts passport’s global ranking from 32nd in 2016, allowing its citizens to enter 132 destinations worldwide, to 23rd in 2026, offering visa-free access to 156 destinations, including the Schengen area, Russia, Singapore, South Korea, and an ETA visa to the UK, among others. Saint Kitts Passport: Expedited Application Processing To meet the growing demand for faster processing, St. Kitts and Nevis has introduced an accelerated solution that enables eligible investors and their families to obtain citizenship within two to three months, while maintaining the robust due diligence standards. There are numerous successful cases, for instance, a family of 2 was able to obtain citizenship in only 67 days. The application was submitted on Jan 6, 2026; approval was provided on February 16, 2026; and citizenship was offered on March 13, 2026. Another example is

Living in São Tomé and Príncipe is your perfect choice in 2026 if you are looking for a destination that combines natural beauty with stability, while enjoying a peaceful pace of life. São Tomé & Príncipe offers investors seeking a secure ‘Plan B’, a legal route to citizenship that can be acquired within two months at an affordable cost that doesn’t exceed $100,000. Key Reasons Behind Living in São Tomé and Príncipe in 2026 Various reasons would drive investors and retirees to obtain São Tomé &Príncipe’s citizenship and reside there: Unique Blend of Natural Beauty São Tomé & Príncipe, known as the “Chocolate Islands, ” is a small lower-middle-income Atlantic island nation located in the Gulf of Guinea off West Africa, with an area spanning over 960 square kilometers. Its landscape is distinguished by rich rainforests and sandy beaches, set within an equatorial warm climate all year round. The nation is recognized for its pristine landscapes, endemic wildlife, unspoiled natural beauty, and growing economic potential. The best part of the island’s daily life is the outdoor activities, including beaches, rainforest hikes, diving, birdwatching, cocoa plantation, and visits to historic rocas, making it an ideal destination for nature lovers and adventure seekers. Rich Culture and Vibrant Lifestyle São Tomé’s culture blends African and Portuguese traditions, as the islands remained under Portuguese colonial rule for nearly 500 years. This is demonstrated by the local Creole language, cuisine, and community festivals and events that are celebrated throughout the year. The island is also home to a vibrant market and colonial-era architecture. São Tomé offers a unique lifestyle that embraces calmness, simplicity, and immersive cocoa plantation tours. It is considered an ideal destination for retirees seeking a calm and peaceful life. Its economy primarily relies on agriculture, mainly the production of cocoa and coffee. It was once the world’s leading cocoa producer, thanks to its volcanic soil that nurtures rare heirloom cocoa. Rich and Fresh Cuisine São Tomé &Príncipe’s cuisine showcases the freshest seafood, tropical fruits, coffee, and cocoa, manifesting the island’s agricultural heritage and coastal characteristics. Portugal’s influence is visible in many restaurants and home-style dishes. The island has a good restaurant scene, where people can enjoy fresh local ingredients, seafood, and Portuguese-style meals. Good Safety Levels São Tomé and Príncipe is considered a safe country with low[1] crime rates, violent crimes, and terrorism threats, according to the Overseas Security Advisory Council, a US Department of State security partnership. It is also ranked among Africa’s lowest for criminality, with a score of 1.70 out of 10, according to the Organized Crime Index[2]. One of the country’s major advantages is the lack of mass tourism, which helps maintain a more authentic local rhythm. Affordable Cost of Living in São Tomé and Príncipe The cost of living in São Tomé &Príncipe is considered low, especially for rent and basic services. The moderate cost of living is around $1,000 per month for a single person and $1,900 per month for a couple. Local products such as cocoa, bananas, and fish are inexpensive, while imported goods such as electronics and luxury items are costly. Transportation is affordable, as the cost of a one-way ticket is $1.5, a taxi standard tariff is $2, and one liter of gasoline is $2. Basic utilities for an 85 square meters apartment, including electricity, heating, cooling, water, and garbage, cost $220, and a Broadband internet with unlimited data costs $70. The annual tuition fees per child for an international primary school range around $2,000. Rental fees per month for a one-bedroom apartment in City Center are around $300, for a three-bedroom apartment in City Center are around $450. The real estate prices per square meter for an apartment in the city center are around $1,750, and outside the city center, $1150. However, the average monthly net salary in São Tomé &Príncipe does not exceed $450. São Tomé &Príncipe remains cheaper than Portugal, as rental prices are 155 percent lower. For instance, the rental cost of a one-bedroom apartment in Portugal’s city center exceeds $1,000, while it does not exceed $300 in São Tomé. Real estate prices per square meter are also 115% higher in Portugal, and transportation fees are 70% higher. Investment Opportunities For investors looking for new business opportunities in new developing markets, São Tomé & Príncipe emerges as a good choice. With its pristine rainforests, stunning beaches, and unique biodiversity, São Tomé is ideal for eco-tourism. Therefore, several opportunities exist in developing resorts, eco-lodges, and tour operations. The country has potential in cocoa production; hence, investors can leverage various opportunities in cocoa, coffee, palm oil, and various fruits and vegetables production. As fishing is a vital sector, there are myriad opportunities in sustainable fishing practices, fish processing, aquaculture, and seafood export. São Tomé and Príncipe is aligning its development agenda with sustainability, prioritizing projects that protect biodiversity and boost climate resilience. Therefore, there are massive investment opportunities in renewable energy projects, and huge potential for solar and hydropower. Moreover, as a small island developing state, there’s a continuous need for infrastructure improvement, including roads, port facilities, and public utilities, creating various opportunities for construction and engineering companies. Global Connectivity The São Tomé and Príncipe program gives applicants visa-free access to 58 destinations, including South Africa, Singapore, the Philippines, and Hong Kong, with e-visa access to Qatar and the UAE. São Tomé and Príncipe’s passport is ranked 76th globally, and the nation is strengthening its global engagement while preserving its independent governance. Political Stability & Strategic Location São Tomé and Príncipe is known for its political and democratic stability, providing a secure environment for foreign investment. It also has a strategic location at the Gulf of Guinea, serving as a maritime gateway and logistics hub for West Africa. Additionally, the government provides incentives in the priority sector to attract foreign investment. It is also putting efforts to improve infrastructure, enhance connectivity, and facilitate trade. How to Obtain São Tomé Citizenship? The São

Best Place for Expats to Live in São Tomé &Príncipe

Investors looking to live in São Tomé and Príncipe have the main options concentrated on the island of São Tomé, as the country is small and largely rural. Therefore, the real choice is not between many towns, but between the capital, the noiseless parts of São Tomé island, and the much more remote Príncipe island.

São Tomé and the Agua Grande district are the most practical cities for expats, as it encompasses the main hospital, private schools, banks, government offices, supermarkets, restaurants, cafes, and the airport. It is an ideal destination for professionals and investors seeking convenience.

Other cities include Santana, which is located on the eastern coast. It offers a quieter lifestyle while remaining relatively close to the capital. It is more affordable than the capital, and includes beautiful beaches and natural scenery; therefore, it is suitable for remote workers and nature lovers. Neves is also a small coastal town in the northwest known for its fishing industry, and suitable for those seeking a traditional island experience. Me-Zochi is a practical city and works for people who need greenery without full isolation.

Santo António is the main town on the Príncipe island. It is more remote and pristine, and recognized for its exceptional natural beauty and peaceful environment, with protected landscapes, beaches, and rainforest. It is best for retirees and people seeking a slower pace of life.

Are you looking for a backup plan for you and your family’s future, greater travel freedom, and a new investment horizon, but find yourself torn between obtaining a Golden Visa or a second citizenship? Understanding the differences between the two programs can help investors make the right decision that aligns with their long-term personal, family, and financial objectives. Whether their goal is to expand business opportunities, secure greater travel freedom, optimize tax exposure, or build a long-term legacy for future generations, both a Golden Visa and a second citizenship offer investors an attractive and secure Plan B, especially amid the global geopolitical shifts and uncertainty. Golden Visa or Second Citizenship: The Differences Golden Visa Vs. Second Citizenship A Golden Visa is a residency by investment program that grants its holders residency rights in exchange for a qualifying investment, which may be in real estate, investment and private equity funds, startups, government funds, or donations. The Golden Visa allows investors and their families to live, work, and study in the host country, and after spending a specific period of time, applicants become eligible to obtain citizenship. Popular programs that offer Golden Visa include Portugal, Greece, Cyprus, Italy, and Latvia. On the other hand, Citizenship by Investment programs provide investors with full citizenship rights and a passport in exchange for a qualifying investment or contribution to the country’s economy. Successful applicants can leverage the same rights that native citizens have. Major programs include St. Kitts & Nevis, St. Lucia, Grenada, Dominica, Antigua & Barbuda, São Tomé and Príncipe, Turkey, Nauru, and Vanuatu. Global Mobility: Which Program Wins? For many Middle Eastern investors, global mobility and travel freedom are the primary motivations for Golden Visa or second citizenship. Citizenship programs offer strong mobility advantages, as a second Caribbean passport may provide visa-free or visa-on-arrival access to more than 140 destinations, including the Schengen area, China, and Singapore, among others. Unlike citizenship programs, a Golden Visa does not provide investors with a new passport; therefore, they continue using their original one. But it gives them access to the Schengen zone, and this, combined with their original passport, might enable them to gain visa-free access to several destinations. If the investor’s main objective is to enhance global mobility, both a Golden Visa and a Second Citizenship offer enhanced global mobility. It is worth noting that obtaining a European Golden Visa grants investors the right to access the Schengen area, reside in a European country at any time, and enjoy the continent’s cities and nature. While some second citizenship programs, such as Vanuatu, Nauru, and Sao Tome & Principe, do not grant visa-free access to Europe. Additionally, these programs rely on visa-free travel agreements, which are subject to changes at any time. Safety and Family Security Amid these turbulent times, many investors and families are looking for a secure “Plan B” that provides them with safety and stability. Golden Visa or second citizenship programs provide an alternative place to live, study, and benefit from the healthcare and education system. The Caribbean countries are renowned as safe havens, registering some of the lowest crime rates globally. These nations prioritize the safety of both their citizens and visitors, recognizing the pivotal role of tourism in their economies. Caribbean Citizenship is irrevocable and can be passed on to future generations, making it a permanent solution for families looking for long-term security. European countries also provide a high level of safety, as violent crime rates are low, communities are strong, and daily life is generally stable and predictable. According to the Global Peace Index[1], Portugal was ranked 7th with a 1.427 score, Latvia 19th with a 1.589 score, Italy 35th with a 1.712 score, and Greece 53rd with a 1.828 score. These rankings demonstrate how peaceful and safe these countries are for investors. The Golden Visa or residency permit should be renewed annually or every two years to maintain a legal status. Although the Golden Visa cannot be inherited in the same way as citizenship, it can provide children with the opportunity to grow up, study, and build their lives in Europe. By maintaining residency ties and spending time in the host country, family members become eligible for permanent golden visa or second citizenship, creating a lasting legacy that extends beyond the initial investment. Cost and Accessibility The cost of obtaining a Golden Visa or second citizenship depends on the investment route chosen. Sometimes a residency may cost more than a citizenship. For instance, an applicant can obtain a residency in Latvia by investing just €50,000 in a Latvian company. They can also obtain an Italian Golden Visa by investing €250,000 in an Italian startup and by donating €250,000 to qualified projects in Portuguese arts or in the reconstruction of national cultural heritage. On the other hand, some Citizenship-by-Investment programs are very affordable, starting from $100,000 for a family of four. Below is a comparison between the cost of a Golden Visa or second citizenship: Country Minimum Investment* Antigua & Barbuda From $230,000 Dominica From $200,000 Grenada From $235,000 St. Kitts & Nevis From $250,000 St. Lucia From $240,000 Nauru From $130,000 Vanuatu From $130,000 São Tomé & Príncipe From $95,000 Turkey From $400,000 Country Minimum Investment* Portugal From €250,000 Greece From €250,000 Cyprus From €300,000 Italy From €250,000 Latvia From €50,000 Malta From €126,000 It is worth noting that the cost of obtaining a residency would exceed €1 or €2 million in European countries, depending on the investment route chosen.
It is worth noting that the cost of obtaining a residency would exceed €1 or €2 million in European countries, depending on the investment route chosen. It can also exceed $400,000 in Caribbean countries, if applicants choose to invest in luxury projects. There are also diversified investment options for both programs.

Residency Requirements

The residency requirement is vital for applicants who don’t aim to move permanently to their new country. Several Caribbean programs do not impose any mandatory stay requirements in the country.

Antigua and Barbuda requests visiting the country for 5 days at any time during the first 5 years of citizenship. Dominica has recently announced a mandatory visit requirement for successful applicants under the Citizenship by Investment program, marking a significant change to a process that has historically been completed remotely. However, under the upcoming changes, successful applicants will be required to spend a total of 30 days in their second country during the first five years of obtaining citizenship, but this update hasn’t taken effect yet.

While Golden Visa programs such as Greece, Latvia, Malta, and Italy don’t enforce any mandatory stay requirements, Portugal demands spending at least 7 days annually in the country, and Cyprus requires visiting the country only once every two years.

For investors looking for a long-term solution, a Golden Visa can serve as a pathway to citizenship, but residency requirements vary significantly from one country to another. For instance, Portugal offers a route to citizenship with minimal physical presence requirements without the need for full relocation. In contrast, most European Golden Visa programs require applicants to spend substantial time in the country before being eligible for naturalization. Holders of the Greek Golden Visa can apply for citizenship after 7 years of legal residence in Greece. The path to Italian citizenship requires ten years of residence in the country.

Speed of Processing

Both Golden Visa or second citizenship programs are straightforward and can be completed relatively quickly, but the processing time may vary depending on the jurisdiction.

Caribbean citizenship-by-investment programs require between 3 and 8 months to be completed, as applicants must pass a thorough due diligence process. They must meet specific requirements and provide several documents. Investors are required to choose an authorized agent to guide them through the process and help them submit their application.

Obtaining a Golden Visa requires between 2 and 8 months. For instance, the processing time for obtaining Italy’s residency permit is considered one of the fastest among the countries providing a Golden Visa. It usually requires 3 to 4 months to be completed. While the time frame to get the Greek Golden Visa is two to three months after providing the biometric data. In Portugal, the entire process takes 6 to 12 months from approval to completion.

Lifestyle Benefits

For those who are looking for a calm, peaceful pace of life and a strong focus on work-life balance, prioritizing well-being above continuous activity, obtaining a European residency would be a perfect option. Whether Italy, Portugal, Greece, or Latvia, all these nations prioritize the quality of life by selecting meaningful relationships, delicious food, and personal time. Moreover, the safety level in these countries is very high, and it is distinguished by its natural beauty, rich history, and vibrant cities.

With its mesmerizing beaches, tropical weather, and luxurious lifestyle, as well as the numerous benefits, including tax advantages, excellent medical care, and a relatively low cost of living, the Caribbean is an ideal location for retirees to enjoy their golden years.

Access to World-Class Education

For many investors, acquiring a Golden Visa or a second citizenship is an investment in their children’s future.

By obtaining a European residency, families can access some of Europe’s most prestigious universities and educational institutions, leveraging the internationally recognized degrees, multicultural learning environments, and improved career opportunities.

Citizenship by Investment programs in the Caribbean can also provide valuable educational advantages. Several Caribbean nations offer access to reputable universities in fields such as medicine, business, and hospitality at a lower cost compared to other universities in Europe or North America. The Antigua and Barbuda University of the West Indies Fund (UWI) is an excellent choice for larger families seeking second citizenship. It is deemed the most economical path for families comprising six or more members.

Tax Advantages

Tax considerations are also deemed a major factor for investors and high-net-worth individuals looking to obtain a Golden Visa or second citizenship.

Caribbean programs are considered tax havens as they provide low tax rates for individuals and businesses. Citizens often pay no taxes on global income, dividends, royalties, and interest. Companies registered in tax havens also benefit from low corporate tax.

Many European residency programs are attractive because investors can obtain residency without becoming tax residents. Some programs, such as Italy and Greece, provide lump-sum taxation models, which allow investors to simplify and cap taxation of foreign-sourced income while residing in the host country. This model covers dividends, interest, pension, rental income, and foreign assets for inheritance purposes.

Potential Returns on Investment

Financial returns from a citizenship or residency program largely depend on the type of investment chosen and the local market dynamics.

Real estate investments in Greece and Cyprus allow investors to earn rental income of 3 to 4% on average while the value of their property appreciates before eventual resale. The return on investment from Italian startups also ranges between 3 and 4%. The risk level of investments in Portuguese funds is higher, but investors may earn substantial returns through dividend payments and business success, leading to capital gains (up to 15%). Government bonds and bank deposits in Latvia and Italy offer security, but investors can expect minimal returns from these investments.

Regarding citizenship, a Caribbean real estate can be financially rewarding, especially in the tourism sector. It can yield 4 to 5% returns through rental income or property resale after the holding period.

However, before selecting the investment route, investors need to evaluate the risk-return profiles of each option based on their financial goals and risk tolerance.

Golden Visa or Second Citizenship: Which Program is Best for You?

Both Golden Visa or second citizenship programs provide a lot of benefits for investors, but picking the ideal program depends on the investor’s financial situation and personal objectives.

Golden Visa or second citizenship ? The most effective strategy begins with clearly defining the goals, whether it involves international travel, family security, a laid-back pace of life, business expansion, or inheriting citizenship for future generations.

For those seeking a pathway to live, work, and study in a desirable destination while preserving investment stability, a Golden Visa is considered the most practical choice.

For investors looking to secure greater global mobility, affordable programs, and long-term family protection, as well as the benefits of a second passport, citizenship offers a comprehensive solution.

Once those priorities are established, the right pathway becomes significantly easier to identify.

For many US high-net-worth individuals (HNWI) and retirees, obtaining a European residency is not just about investment diversification, tax benefits for Americans, better quality of life, and global mobility, but rather a strategic financial decision. Several European countries that offer Residency-by-Investment programs, such as Greece, Italy, and Portugal, offer attractive tax models that allow affluents to manage their international income more efficiently while enjoying the stability, mobility, and lifestyle benefits Europe offers. Double taxation treaties between the US and European countries make cross-border retirement planning effective and help investors avoid being taxed twice on the same income. Tax Benefits For Americans Tax Planning Considerations Most tax regimes, including the US, operate on the principle of “the more you earn, the more you pay taxes”. For HNWI, this means that part of their income goes to the government each year. US investors looking to diversify their investment portfolio in Europe can take advantage of the tax regimes available in countries such as Italy and Greece, which adopt the lump-sum taxation model, also known as flat-rate taxation, where they pay a fixed annual tax regardless of how much they earn. Americans living outside the US often owe taxes to both the US and the country where they live and work. This is because the US taxes its citizens on worldwide income regardless of where they reside, while other countries tax individuals who live within their borders. However, the Federal Law provides several tools, such as the Foreign Earned Income Exclusion, the Foreign Tax Credit, and bilateral treaties to eliminate the tax bill. Before applying to any program, applicants should work with qualified agents in their target destination, because some tax models can deliver essential savings for the right profile, whereas a wrong choice can be expensive. Lump Sum Taxation Model Two European countries that offer residency by investment programs also provide tax benefits for Americans through lump-sum taxation models: Italy and Greece. The right choice depends on the investor’s wealth level, income sources, and lifestyle preferences. Italy: €300,000 Flat Tax Italy’s lump sum tax regime, also named “new resident” regime, is considered on of the main tax benefits for Americans and it allows investors to simplify and cap taxation of foreign-sourced income while residing in Italy. This model covers dividends, interest, pension, rental income, and foreign assets for inheritance purposes. Participants gain exemption from Italian wealth taxes on foreign real estate and financial assets held abroad. Italy originally set the flat tax at €100,000 annually, but in August 2024, it doubled the rate to €200,000. Then, with the approval of the 2026 Budget Law, it raised the rate again to €300,000. The program is available for up to 15 years. To benefit from this tax model, applicants must have been non-tax residents in Italy for at least nine of the previous ten years and become Italian tax residents. The regime applies only to foreign income, while Italian-sourced income remains subject to ordinary taxation, including regional and municipal taxes. Income earned in Italy faces standard progressive rates up to 43%. Family members can also benefit from this tax regime. The flat tax for qualifying relatives is €50,000 per person. If individuals transferred their tax residence before a rate hike took effect, they continue paying the rate in force at the time of their relocation for the full 15-year duration of the program. The Italian flat tax makes financial sense for US citizens earning more than €1 million per year from abroad. Qualified individuals are subject to an annual lump sum tax of €100,000, in addition to €20,000 for spouse and each child or parent. Any additional family member who wants to benefit from the lump-sum tax regime, such as children, can be added later through a supplementary application, provided that it is submitted within the 15-year duration of the principal application. While this is considered one of the main tax benefits for Americans, investors are required to invest a minimum of €500,000 in Greek assets, including real estate, businesses, or shares of Greek companies to benefit from this tax regime. They must not have been a Greek tax resident for 7 of the 8 years before relocation. They must transfer their tax residence from a country with a tax treaty or administrative cooperation agreement with Greece. Beneficiaries will enjoy full exemption from the Greek gift and inheritance tax on foreign-located assets gifted or inherited by the Investor. Interest and royalties are taxed at 10%, with exemptions available for certain government entities and long-term bank loans. Pensions are generally taxable only in the recipient’s country of residence. To avoid taxation, the US applies foreign tax credits, while Portugal may use both credit and exemption methods.
Tax Benefits For Americans: Double Taxation Treaties

Tax treaties are formal agreements signed between two countries to address the taxation of income earned across borders. They help prevent income from being taxed twice, support stronger economic relationships, and can offer important tax benefits for Americans with cross-border income or residency plans. The US has signed double taxation treaties with several European countries:

Portugal

The US-Portugal Tax treaty, known as the “Convention between the United States of America and the Portuguese Republic for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income”, officially entered into force in 1995. It established the rules for taxing different types of income and determining which country has primary taxing rights.

Under the agreement, dividends are subject to a 15% withholding tax, reduced to 5% for qualifying corporate shareholders. Interest and royalties are taxed at 10%, with exemptions available for certain government entities and long-term bank loans. Pensions are generally taxable only in the recipient’s country of residence. To avoid taxation, the US applies foreign tax credits, while Portugal may use both credit and exemption methods. Taxpayers must claim treaty benefits and file an IRS form when required.

Greece

The US signed a bilateral income tax treaty with Greece in 1950 to prevent double taxation and reduce fiscal barriers for individuals and businesses operating between the two countries. Under the treaty, taxpayers may benefit from reduced withholding tax rates on cross-border income and foreign tax credits to offset taxes paid in the other country. The US-Greece treaty contains a saving clause, which means US citizens remain subject to US taxation on worldwide income while residing in Greece, but the treaty provisions and foreign tax credits can mitigate overall tax burdens.

Italy

The bilateral income tax treaty between the US and Italy was signed in 1999 and entered into force in 2009, aiming to prevent the same income from being taxed twice and to facilitate cross-border investment and economic activity. Under this treaty, several forms of income may benefit from reduced withholding tax rates. Dividends are capped at 15% with a reduced 5% rate for qualifying corporate shareholders. Interests may be taxed at a minimum of 10% or exempt in certain cases. Royalties may benefit from reduced rates ranging from 0 to 8%, depending on the type of intellectual property. The treaty also protects against double taxation for residents of both countries.

Therefore, US citizens obtaining residency in these selected European countries can take advantage of tax treaties to prevent double taxation and optimize international wealth planning.

How US Citizens Benefit from Foreign Earned Income Exclusion?

The Foreign Earned Income Exclusion (FEIE) applies only to earned income such as salaries, wages, and self-employment income, not to passive income like dividends or capital gains. It allows US citizens living abroad to exclude up to $132,000 of foreign-earned income from US taxes. To qualify, individuals must live abroad for at least 330 days within 12 months or prove they are bona fide residents of another country for a full tax year. The exclusion is claimed using IRS Form 255, but self-employed individuals must pay the US self-employment tax, even if their income is excluded under the FEIE.

Foreign Tax Credit

The Foreign Tax Credit helps US citizens avoid double taxation by reducing their tax bill for taxes already paid to a foreign country. Unlike FEIE, the FTC applies to both earned and passive income, including wages, dividends, interest, and rental income. Taxpayers claim the credit using IRS Form 1116 and must separate income into categories such as passive or general income. If foreign taxes paid are higher than the US tax liability, the excess credit can be carried forward for up to 10 years.

For instance, Portugal taxes a US citizen classified as a Portuguese tax resident on the worldwide income, and the US taxes him on his worldwide income. But by applying for FEIE, US citizens can avoid double taxation, and they end up paying the higher of the two systems, not both.

The US uses the credit method to prevent double taxation. For instance, if a US resident pays taxes to Portugal on income sources there, the US allows a credit against its domestic tax liability for the taxes paid to Portugal. This credit mechanism helps offset the US tax due on the foreign-sourced income. Portugal may also use the FTC and FEIE methods to relieve double taxation. The treaty’s purpose is not to eliminate all taxes, but to ensure that the same income is not subjected to taxation by both countries.

US citizens can use the FEIE and FTX in the same year, but not on the same income. If the applicant excludes up to $132,900 of earned income, he cannot also claim a tax credit on the foreign taxes paid for that excluded amount. They can use the FTC for income not covered by the exclusion, such as income above the limit, dividends, or rental income. If the applicant claims an income credit that was excluded, the IRS may treat it as revoked, and he will not be able to use it again for five years. Therefore, FEIF and FTC can be combined, but they must be separated by income type carefully to avoid penalties.

Driven by rising living costs and healthcare expenses, many American retirees are exploring Italy for retirement, making it the fourth most popular retirement destination in Europe, according to the Social Security Administration. What makes Italy appealing for American retirees is not just its affordable cost of living compared to the US, but also its calm and relaxed pace of life, vibrant culture, pleasant climate, diversified lifestyle, and high quality of living. Moreover, Europe’s seamless connectivity allows American retirees to access several countries within a few hours and explore new cities and cultures. Italy for Retirement: Key Statistics The number of Americans who chose Italy for retirement grew a 6.7% in 2025, compared to the previous year, exceeding 17,000, according to the Istituto Nazionale di Statistica – Italia (ISTAT). The number of American retirees receiving Social Security benefits in Italy reached 15,462, according to the Annual Statistical Supplement to the Social Security Bulletin 2025, representing 60% of the total number of Americans receiving Social Security in Italy. This reality makes Italy among the most concentrated areas for American retirees in Europe. Italy for Retirement: 10 Reasons Why American Retirees Choose it Visa and Residency Solutions for Retirees Italy offers American retirees a flexible pathway to relocate and reside legally in the country, with the most common option being the Italy Golden Visa. This route allows individuals to obtain permanent residency in exchange for a financial contribution to the country’s economy. American retirees can choose from four investment options. This includes investing €250,000 in an innovative start-up, or €500,000 in an Italian limited company, or €2 million in government bonds, or €1 million in philanthropic donations. However, American retirees cannot purchase property to qualify for the Italian Golden Visa program. The Italy Golden Visa grants a 2-year residence permit, which can be extended for three years after making a qualifying investment without any minimum residency requirements. The application process is fast and straightforward, as it can be completed within three months starting from the application date. The Italian Elective Visa is another option to obtain a residency permit for one year, renewable for five years. It is provided to individuals with a consistent source of passive income, typically around €31,000 per year for a single person and €38,000 for married applicants. To qualify, applicants are required to provide proof of private health insurance that covers at least €31,000 and accommodation in Italy. Applicants are not allowed to work under this type of visa. Lower Cost of Living Compared to the US American retirees are increasingly looking for alternative destinations where living costs are more manageable, and Italy is considered a suitable option. Cost of living in the US is 11.3% higher than in Italy, excluding rent, according to Numbeo. The cost becomes 28% higher when including rent. Rental prices in the US are 91% higher than in Italy, restaurant prices 11%, and gorceries 16% higher. The monthly fee per child for a private full-day preschool or kindergarten in Italy is around $600, while it surges to $1,500 in the US. The average monthly net salary in Italy is around $2,000, while it reaches $4,300 in the US. These reasons combined are encouraging Americans to move to Italy. Here is a table showing the average cost of living in Italy as an American Item Average Price in Italy Average Price in US Inexpensive Meal €17 €17 Montly Transport Pass €39 €55 Gasoline (1 l) €2 €1 Rent for One Bedroom Apartment – City Center €750 €1,415 Rent for One Bedroom Apartment – Outside Center €570 €1,150 Basic Utilities for 85 m2 apartment €200 €185 Internet (60+ Mbps, Unlimited) €27 €63 Private Full-Day Preschool, Monthly Fee per Child €490 €1,250 Average Monthly Net Salary €1,700 €3,700 Affordable Healthcare Services Americans’ trust in the US healthcare system has declined significantly, as they question whether their medical needs will be met in the long term. These growing concerns are related to the rising costs of medical services, complex insurance structures, and the uncertainty around the sustainability of programs such as Medicare and Medicaid. This is pushing American retirees, who eventually become in dire need of medical services, to look for reliable and accessible healthcare systems. Italy stands out in this context, due to its well-developed public healthcare system, and lower expenses. Italy is recognized by the World Health Organization as one of the best healthcare systems globally, providing excellent medical care and full insurance benefits to its citizens and foreign residents. Italy’s healthcare system operates under the Beveridge model, which collects its funding through taxation. People who reside in Italy and pay taxes as income earners receive free access to public healthcare services. Calm and Peaceful Lifestyle Retirees wishing to escape the fast-paced rhythm and the hustle and bustle of some American cities can enjoy a peaceful, enriching, and tranquil lifestyle in Italy. With its picturesque landscape, unique blend of culture, and stunning beaches on the Mediterranean, Italy offers American retirees an exceptional quality of life. Whether they choose to settle in a vibrant coastal town, a charming countryside village, or a historic city, retirees can embrace a lifestyle that prioritizes wellbeing, leisure, and meaningful social connections. Retirees can explore Italy’s rich historical heritage, cultural festivals, world-renowned museums, and iconic landmarks. Apart from its cultural treasures, the country is home to breathtaking landscapes such as Tuscany’s hills, the tranquil lakes of the North, the coastline of the Amalfi, and the stunning beaches of Sardinia. With its picturesque landscape, unique blend of culture, and stunning beaches on the Mediterranean, Italy offers American retirees an exceptional quality of life.
Tax Treaty Benefits

Choosing Italy for retirement offers appealing tax benefits for new residents, making it a good choice for retirees. Italy’s lump sum tax regime, also named “new resident” regime, allows US investors to simplify and cap taxation of foreign-sourced income while residing in Italy. This model covers dividends, interest, pension, rental income, and foreign assets for inheritance purposes. Participants gain exemption from Italian wealth taxes on foreign real estate and financial assets held abroad. Italy sets the flat tax at €300,000, with the program available for up to 15 years.

Americans can also benefit from the US-Italy tax treaty, which is designed to prevent double taxation, reduce tax barriers, and encourage trade and investment between the two nations through income tax treaties. The treaty’s provisions cover various income types, from business profits to pensions, making it an essential tool for individuals and businesses with ties to both nations.

Robust Expat Community

The strong American expat community is one of Italy’s major attractions. The steady growth in the network of American retirees who choose Italy for retirement, along with the investors settling across the country, creates a support system that fosters social connections and integration. New retirees coming to Italy can feel at home, as they can connect and share meals, coffee breaks, and evening strolls with the expat community.

Safety & Security

Italy is widely considered one of the safest countries in Europe, as violent crime rates are low, communities are strong, and daily life is generally stable and predictable. Safety varies by region, city size, neighborhood, and lifestyle. According to the Global Peace Index, Italy was ranked 33rd with a 1.66 score, while the United States was ranked 128 with a 2.443 score. This ranking places Italy among the most peaceful countries.

Warm Climate & Welcoming People

Italy’s warm climate and stunning scenery on the Mediterranean are among the main reasons why people prefer retirement in Italy . The northern Dolomites meet the southern beaches of Sardinia, Apulia, and Sicily to create Italy’s breathtaking landscape. Italy has a long history of regional hospitality and strong family values, which helped boost an openness to visitors and newcomers, and made it easy for many foreigners to feel integrated.

Free Movement Across Europe

Having spent decades of hard work and dedication, American retirees who choose Italy for retirement can finally focus on embracing a new chapter of life. Being in Italy, they can take advantage of freedom of movement across Europe to explore its diverse culture, historic cities, and iconic landmarks just a short journey away.

Outstanding Cuisine

The Italian cuisine is renowned for its fresh ingredients and traditional cooking methods, creating an exceptional dining experience. American retirees can enjoy handmade pasta, Neapolitan pizza, and northern risottos, as well as Italian wine. The simple, yet elegant nature of Italian cuisine becomes apparent through the experience of eating seafood by the Sicilian coast or enjoying Tuscan stew. Italian cuisine serves as more than food because it embodies a lifestyle that values family connections, seasonal produce, and communal dining enjoyment.

Key Considerations for Choosing Italy for Retirement

For American choosing Italy for retirement, there are various key factors that they should take into consideration to ensure a smooth relocation and long-term settlement.

Residency Pathway

One of the most common options for obtaining residency in Italy is the Golden Visa program. To qualify for this program, Americans are required to invest worth €250,000 in an innovative start-up, or €500,000 in an Italian limited company, or €2 million in government bonds, or €1 million in philanthropic donations. This route is popular among non-EU retirees due to its flexibility and minimal stay requirements compared to other visa types.

Access to Healthcare Services

Italy’s national healthcare system becomes accessible to Golden Visa holders after gaining their residency. All citizens and legal residents have access to the Servizio Sanitario Nazionale (SSN), which automatically covers citizens and legal foreign residents. This allows residents to receive free primary care from hospitals, specialty care, home care, and preventative medicine throughout Italy. However, patients should wait for long periods if they want to receive a non-urgent treatment. Therefore, they can choose private healthcare with their health insurance, which remains more affordable compared to the US healthcare system.

Language Constrains

The more Americans go away from city centers, the less likely they are to come across English-speaking people. If retirees feel it is hard to learn some basic Italian words, it will be better for them to live in places where expats live, such as Rome, Florence, and Milan.

Code Fiscale

Having a Code Fiscale, which is a personal tax number issued by the Agenzia delle Entrate based on the individual’s personal data, such as the full name, date of birth, and place of birth, may simplify the administrative process. However, it is not strictly required, and individuals do not necessarily need to be in Italy to obtain one. They can submit it through Italian consulates abroad. Once assigned, the Code Fiscale is permanent.

Taxes Applied

American retirees officially registered as Italian residents are counted as tax residents. Therefore, Italy imposes taxes on its worldwide income, including retirement income, social security benefits, and retirement funds from the US. Income tax rates are at 23% for income up to €28,000, 35% for income between €28,001 and €50,000, and 43% for income above €50,000. In addition to the income tax, residents are required to pay regional taxes ranging from 1.23% to 3.33%, and municipal taxes up to 0.9%, depending on the place they reside.

Retirees who transfer their tax residence to certain small municipalities in the southern regions can apply for a 7% flat tax on all foreign source income, including pensions.

It is worth noting that moving to Italy for retirement does not exempt retirees from their US tax liabilities. US citizens have to pay taxes on their worldwide income regardless of where they reside. Therefore, retirees must continue filing their tax returns.

US expats usually choose Rome, Milan, or Florence, depending on their budget and lifestyle priorities. However, for those who want a charming seaside town, Puglia, which is known for its dramatic cliffs and clear Adriatic water, is considered ideal for them. It is also affordable for a retiree to live. While Sardinia is for luxury travelers, other areas such as Nuoro and Oristano prove an affordable alternative to expat retirees.

Calabria, located in the South, is also an affordable option for retirees and stands out with its breathtaking coastlines, mountains, and villages. Abruzzo in Southern Italy is a perfect balance, combining mountains, forests, and a long coast. It is also affordable for retirees seeking a quiet, charming place. Sicily is one of the least expensive places to live in Italy, bringing together history, culture, and beautiful beaches.
